Penny Peyser is a minor character who made her debut in "Laura's First Date." She is played by Ebonie Smith.

Penny is first seen in "Laura's First Date" as her best friend during season 1. While hanging out at Leroy's, she told Laura that waited too long to go ask Mark out to the dance and that her only option was Steve Urkel. In The Party, she notices a party being thrown at the Winslow House and scolds Laura for not inviting her, unaware it was not planned and caused after Rodney Beckett invited a few people in the house without permission from Eddie Winslow, who has left in charge while the adults were away. In Sitting Pretty, she helps Laura babysit children after she starts a babysitting service at her home. She later abandons Laura to attend a Paula Abdul concert. In In a Jam, Penny does show her concerns for Steve when he was up against Bull. She praises Eddie, whom she revealed she had a crush on in her first appearance, for defending Steve when he decides to stand up to a bully named Bull at Leroy's. Starting in season 2, Maxine Johnson becomes Laura's best friend and Penny is never seen or mentioned again, implying she moved away.
